Brazil has launched a significant AI supercomputing initiative that deliberately splits projects between Chinese and U.S. technology providers. Just over half of the total funding — approximately 1.3 billion reais — will support a supercomputing infrastructure project in Rio de Janeiro developed in partnership with China’s Huawei Technologies and iFlytek.
Other portions of the program involve collaboration with U.S. firms, reflecting Brasília’s strategy of avoiding exclusive dependence on either geopolitical bloc. The move is part of a broader effort by middle powers to build domestic AI capability while managing great-power technology rivalry.
The dual-sourcing approach may become a template for other countries seeking AI infrastructure without full alignment with either Washington or Beijing.
